Question Regarding a Specific Canon Character!

I happened to notice that on the Canon Character Availability List Black*Star's name had been listed but yet, I've seen that a member has already made an account and bio for him. However, I saw it was placed in the inactive bio folder so does that mean he's available for claim? I just wanted to make sure that I consulted an admin/staff member about this before creating an account.

I say all is fair in what's not made yet can be made then. Besides the person hasn't made a reservation. So you have the go on making Black*Star.
